Bill Cooper was a name synonymous with unfiltered, raw analysis of government actions and hidden agendas. From 1992 until his untimely death in November 2001, Cooper broadcasted "The Hour of the Time" from a studio in his house, located atop a hill in Eagar, Arizona. His unique location, 15 miles from the New Mexico border, served as the perfect backdrop for a show that ventured into the shadows of society.

Cooper's method of broadcasting was as unique as his content. He sent his show via audio cassette, satellite patch, or direct telephone link to WWCR in Nashville, Tennessee, where it was then broadcasted using a 100,000-watt shortwave transmitter. His voice reached corners of the world where mainstream media often failed to penetrate.

Mark Potok, spokesman for the Southern Poverty Law Center, noted Cooper's significant following within the militia movement, largely due to his anti-government stance and compelling narrative style. Notably, Oklahoma City bomber Timothy McVeigh was reportedly a fan, having ordered Cooper's cassette "Waco, The Big Lie." Cooper's exploration of the Waco siege in early 1993 was a hallmark of his belief that it signaled the beginning of a new Civil War in the United States.

Cooper also appeared in the early radio shows of Alex Jones, another prominent figure in the world of conspiracy theories. Jones, an admirer of Cooper's work, shared a similar fervor for uncovering hidden truths.

One of Cooper's most striking moments came on June 28, 2001. He commented on a televised interview of Osama bin Laden, predicting that bin Laden would soon be blamed for a major attack on a U.S. city, urging listeners to question the narrative. His prediction became chillingly prescient after the September 11 attacks later that year, where he predicted the U.S. would soon be at war in multiple countries.
